Diversity Housing Initiative

  1. Condo supply has decreased by 30% in 2024 and by 40% in 2023. Meanwhile, mass rental properties continued to increase despite no major differences in construction cost between the two types of properties.

    1. Tax incentives should be increased to help incentivise more condo and co-op developments.

    2. Tax restrictions should be considered for mass rental properties, while ensuring this cost is not passed on to the tenants.

  2. I will push for an update to the permitted use of residential dwelling spaces to have a minimum square foot requirement per person.

  3. While I do understand a very specific need for rental properties, mass property management conglomerates are taking over Arlington County Spaces. I would be pursuing ways to disincentivize these companies from continuing the massive collusion of the Arlington Housing Market. This could include the restriction of permitting without extensive tenant rights being established within the property first.

    1. Arlington currently ranks 20th in the country for new rental housing units at 809 SQFT, with over 62% of all housing in the county being rented. Over 80% of which is owned by 1 of 3 companies, which dilutes the diversity within the housing market.

    2. Mass rentals do not contribute to the property supply.

      1. Mass-rental companies do not have Arlington County or its residents' priorities in mind. They are simply trying to maximize profits. Furthermore, the lack of a competitive market allows them to strictly control the rental rates and continually increase them year over year, which, according to Arlington County records, is what is happening upon rental renewals.

      2. After talking with multiple residents within the county, the challenge is clear: Housing diversity within the county is non-existent. Arlington residents have to maneuver through a variety of obstacles with little to no affordable choices due to the extreme shortage of owned dwelling units within the county.

      3. Arlingtonians should have affordable choices to be able to reside within the county, if they want to! Which is why decreasing mass rental property development and replacing it with an increase in condos/coops development would properly equalize the market between: Single Family, Condos/Coops, and rental units.

    3. Broader affordability within the County.

      1. If we were able to properly equalize the housing market within the county, we would see massive benefits in the form of affordability. If we were to get condo/coop development rates to a 40% increase year over year, the housing market would see rising competitiveness in the owned and rental spaces.

      2. Reaching this 40% increase could potentially decrease the cost of condos/coops within the county by upwards of 10%, potentially alleviate a housing shortage of multi-family homes, and increase competitive pricing of rental units within the county.

    4. Tenant Rights and Protections

      1. A review needs to be done to create proper tenant rights within the county, along with the diversification of the market. Rent control and other initiatives would be part of my diverse housing initiative. This would help those who don't have any option to still have more security within whatever form of dwelling.

Multi-Mobility Policy Initiative

My multi-mobility Policy Initiative is an equitable transit strategy that consists of identifying and implementing Pedestrian streets and other transit options other than motored vehicular travel. The master plan will work to reduce street traffic and increase safety, enhance pedestrian priority, and enable greater mobility conditions. This plan will include

  1. Car BuyBack and Bike/Scooter Rebate Program that enables Arlington Residents to commit to a "car-free" diet.

  2. A protected infrastructure policy for bikes, scooters, buses, and streetcars to give residents reliable access to infrastructure.

    1. Create an immediate plan to

      1. Place concrete, metal, and decorative bollards and planters to create more of a barrier between Mobility Lanes, Bus Lanes, and Vehicular Lanes.

      2. Repaint Road Markings to completely separate bus and mobility infrastructure county-wide.

      3. Remove all street parking in high pedestrian areas and work with county transit authorities to identify high traffic and incident areas.

      4. Lower speed limits, introduce infrastructure to reduce speed, and reduce two-way streets.

    2. Create a master plan to

      1. Work to eliminate parking minimums, street parking, and surface parking lots.

      2. Identifying areas for potential Pedestrian Corridors:

        1. Potential areas: Wilson Blvd, Clarendon Blvd, Fairfax Drive, Shirlington, Green Valley, Crystal Dr, S Eads St, 15th St, 23rd St, and S Clark St; working in collaboration with Arlington Transit partners.

      3. Enact a policy so that concrete, metal, and decorative Planters act as Bollards

        1. Will work with DES, Green Arlington, and other county organizations to develop biophilic transit barrier options.

        2. Will also work with DES and other county organizations to manage, audit, and replace less-than-adequate transit barriers.

  3. Identify areas for the establishment of "Greenways" vs Highways

    1. Identify legal policies to pursue and offset "Black Heat" and the removal of major road networks.

    2. Simplify the Pentagon & Arlington National Cemetery Highway Network

    3. Potential Green Boulevard Urbanization Corridors

      1. Glebe Rd

      2. Arlington BLVD

      3. Langston BLVD

      4. Walter Reed Dr

      5. George Mason Dr

      6. Four Mile Run Dr

      7. Washington BLVD

      8. George Washington Memorial Highway

    4. Fund and develop organizations to conduct continual monitoring of mobility lanes.

      1. For instance, build transit infrastructure that will transport people to Mount Vernon, and upgrade our cycling and walking paths to be adequate for both tourists and commuters.

Pets

My Pet Policy Initiative is to ensure our policy reflects the reality that we as a species have domesticated animals to be 'pets & property'. I will be drafting a slate of pet policies that give animals the adequate amount of consideration they deserve in our community.

  1. A Pet Accessibility Policy that would require all housing in the county to accept pets, incentivize the building of pet facilities, and abolish pet rent & deposits.

  2. A Pet Accessible Infrastructure policy that integrates safe pet travel into our transit options.

    1. I will put forward proposals to transit authorities to integrate pet carriers and pet carrier infrastructure into their designs.

  3. Work with County Organizations to put forward programs to provide low-cost pet training, facility options, and local veterinary services to residents.

    1. Work with DPR to include more pet infrastructure within Arlington County Parks. Including but not limited to: dog parks, runs, and fields, more pet waste stations, pet washing facilities, and more water bowls in fountain designs.

    2. Build Public Smoking Shelters and designate smoking areas so that all residents can enjoy public spaces and feel accommodated.
